First economic private secretary to Mrs Margaret Thatcher and  Former President of Corpus Christi College, Oxford, England. He was Permanent Secretary at the Overseas Development Administration and appointed Knight Commander of the Most Honourable Order of the Bath.

The International Foundation  for Arts and Culture (IFAC) is the charity through which the Japanese philanthropist, Dr Haruhisa Handa, has funded multiple arts projects over the past three decades.

As a long-standing friend of Dr Handa and supporter of his work not only in the arts but also in education, health and sport, I am delighted to introduce this brochure. The brochure offers for lovers of the arts and for the general public a most welcome account of the wonderful contribution that Dr Handa has made, through his extraordinary generosity, across a variety of art forms internationally.

In my role as Chair of the Trustees of IFAC (UK), I would like to highlight
Dr Handa’s support over many years for the world-renowned Richard Alston Dance Company; the curatorship in Japanese art at the British Museum and the research fellowship in Japanese archeology at the Sainsbury Institute for the Study of Japanese Arts and Culture that he funded; and his generous donation towards the creation of a superb new arts centre in Norfolk.
